Employment Industry Finland is the employer and industry association for companies providing private employment services. Our key function is to improve the business prerequisites for our sector and our member companies. We are responsible for drafting the code of conduct and general terms and conditions, as well as negotiating a collective agreement, for the sector.
Expert in the private employment sector
Employment Industry Finland issues sector-specific statements and cooperates with various authorities and other stakeholders. We provide our member companies with counselling and training related to employment relationships and temporary agency work. In addition, we compile sector-specific statistics.
General Terms and Conditions for the temporary agency work industry
Employment Industry Finland has drafted the General Terms and Conditions for the temporary agency work (HELA GTC 2023) and the General Terms and Conditions for recruitment in the employment industry (HELA RECRU GTC 2023). The General Terms and Conditions regarding the service in question are intended to be attached to contracts concluded between a private employment agency and its client company.
Collective agreement
The collective agreement applicable to temporary agency work is determined in accordance with Chapter 2, Section 9 of the Employment Contracts Act.
Collective agreement for the personnel services sector determines the terms of employment for agency employees who work in office, financial administration or ICT duties. Furthermore, this collective agreement determines the terms of employment of clerical employees working in a private employment agency’s own office.
