Employment Industry Finland is the employer and industry association for companies providing private employment services. In Finnish we are called Henkilöstöala HELA.
Our key function is to improve the business prerequisites for our sector and our member companies.
We are responsible for drafting the code of conduct and general terms and conditions, as well as negotiating a collective agreement, for the sector.
Employment industry sector is a significant employer and builder of Finnish well-being. Human resources companies both supply temporary workers to companies and help companies recruit the best and most suitable employees, including internationally.
According to Statistics Finland, temporary agency workers accounted for 2.5 per cent of all employees in 2025.
We estimate that the sector provides jobs for more than 170,000 employees annually, covering almost all industries. Converted into staff-years, this is around 60,000 staff-years.
HELA’s members include more than four hundred companies, some of which appear on the list as corporate groups. Our member companies provide a wide range of services, such as recruitment and staffing services.
Our member companies are committed to complying with the industry’s operating and responsibility principles. Together with our member companies, we develop the entire industry.
Client Company Study
We conducted a study on the Use of Temporary Agency Work and Recruitment Services at client compaines in 2025. The study was carried out by Taloustutkimus as a telephone-recruited online survey. The objective of the study was to examine, among other things, the current use of temporary agency work and recruitment services, anticipated future use, barriers to their use, and the use of foreign labour.
A total of 202 respondents participated in the study. Respondents represented companies from all regions of Finland.
Survey of Temporary Workers
We conducted a nationwide survey of temporary agency workers in the spring of 2026.
The survey examined temporary agency workers’ views on the nature of their work and their motivation, their work at client companies, their opinions of staffing agencies as employers, and the sense of fulfillment they derive from temporary agency work. The results show that views on temporary work have become increasingly positive: 89% of respondents would recommend temporary work to a friend.
The nearly 5,300 respondents in the survey were currently working or had previously worked at one of the 47 companies whose employees responded to the survey. The study is extensive and unique. The first study of this kind was conducted in 2007, and this was already the eleventh such study. The 2026 study was conducted by Bondata Research.
Expert in the private employment sector
Employment Industry Finland issues sector-specific statements and cooperates with various authorities and other stakeholders. We provide our member companies with counselling and training related to employment relationships and temporary agency work. In addition, we compile sector-specific statistics.
General Terms and Conditions for the temporary agency work industry
Employment Industry Finland has drafted the General Terms and Conditions for the temporary agency work (HELA GTC 2023) and the General Terms and Conditions for recruitment in the employment industry (HELA RECRU GTC 2023). The General Terms and Conditions regarding the service in question are intended to be attached to contracts concluded between a private employment agency and its client company.
Collective agreement
The collective agreement applicable to temporary agency work is determined in accordance with Chapter 2, Section 9 of the Employment Contracts Act.
Collective agreement for the personnel services sector determines the terms of employment for agency employees who work in office, financial administration or ICT duties. Furthermore, this collective agreement determines the terms of employment of clerical employees working in a private employment agency’s own office.

Employment Industry Finland contributes to the development of the private employment sector.
